		<description>No, you don't run Outburst.  It lacks the immediacy of a burn spell or a hasty creature, and I think the wrong way to play Cascade is to try to "break" it.  Cascade is an uber-cantrip.  It's like a 3-for-1, because you get the card,  the cascaded card, and the mana to play it.  I consider that virtual mana advantage to be bona fide card advantage, even though it's more proper to call it "tempo".  

Outburst just isn't that good on its own.  The best use for it is as a combat trick, too late to slam out another hasted creature.

The best builds of Cascade Red are going to just use the Elf and perhaps Bituminous Blast.  I'm drawing the line at Captured Sunlight -  everything else does too little on its own.</description>
